VISCOUNT SAMUEL

My Lords, I beg to ask the noble Viscount, the Leader of the House, a question of which I have given private notice. It is to ask, in view of the fact that an important Government statement was made in another place yesterday without it being made also in this House, whether he can give an assurance that this will not be regarded as a precedent on other occasions.

My Lords, I can quite fully and freely give the noble Viscount the assurance which he asks, and I must accept full responsibility myself for the fact that the statement was not made here yesterday. Between the time of the decision to make it and the meeting of the House I had not an opportunity of informing other noble Lords, and afterwards I was fully employed in work in connexion with the Dominion Conference. I will take care, however, that the precedent which we have set before is fully and faithfully observed.
