§ THE LORD CHANCELLORMy Lords, the 1944 Act, which is being amended by this Bill, made it possible for the Government by Order to exempt organizations, representatives or officials, and so on, from rates. However, Section 19 of the General Convention on Privileges and Amenities of the United Nations is held not to require exemption from rates of higher officials of the organization, and it is therefore considered not to be essential to include the words "and rates." I beg to move.
