Clause 6 [Supplementary Provisions]:

My Lords, there arises a Privilege Amendment, and your Lordships would perhaps like to hear how it fits into the Bill. The Amendment is to insert at the end of Clause 6 the following new subsection: (3) Nothing in this Act shall authorise the imposition of any charge on any revenues of India. The reason for the insertion of this subsection is that the whole Bill is closely interwoven with finance, and it would not be possible to adopt the usual practice of merely omitting as Privilege Amendments those portions of the Bill which relate to the imposition of charges. This is the usual practice in the case of Bills of this type, and the subsection will be omitted in the House of Commons in the same way as, if the financial portions had been omitted in the Lords, they would have been re-inserted in the Commons.
