Order of the Day for the Third Reading read.

LORD PAKENHAM

My Lords, I beg 'to move that this Bill be read a third time. In doing so, may I repeat what I said at the end of the Committee stage and at the end of the Report stage, and that is, how much we are indebted to noble Lords: particularly to the noble Viscount, Lord Swinton, and the noble and learned Viscount, Lord Maugham, for the assistance they have given us. I hope, when the Bill reaches another place, they will find nothing to do and will exclaim, "It is the Lords' doing and it is wonderful in our eyes."
