My Lords, I have it in command from His Majesty to signify to the House that His Majesty, having been informed of the purport of the Building Restrictions (War-Time Contraventions) Bill, gives His consent, as far as His Majesty's interest is concerned on behalf of the Crown, that the House may do therein as they shall think fit.

Clause 3 [Supplementary Provisions as to enforcement]:

My Lords, I beg to move an Amendment to correct a drafting omission. It will be remembered that in the Committee stage of this Bill subsection (3) and subsection (4) of the clause were inserted at the suggestion of the Government in order to meet representations which had been received from the London County Council and other local government sources. It has now been suggested that subsection (4) might, in certain contingencies which were not thought of when the two subsections were drafted, have the effect of preventing action under subsection (3). The words proposed to be inserted will remove this possibility.
