My Lords, I beg leave to introduce a Bill to amend the law relating to contributory negligence and for purposes connected therewith; and to move that it be read a first time. Usually this Motion at this stage is made without any explanation at all, but there is one observation which I think it may be convenient for me to make now. I should like to inform those noble Lords who are likely to take an interest in this Bill and examine it in detail that there has just been issued a White Paper which contains the unanimous Report of a Committee which was set up by the Home Secretary on the subject of alternate remedies under the Workmen's Compensation Act. I had this Report before me in finally framing this Bill, and Clause 2 of this Bill, which it might otherwise be difficult to appreciate, is framed in accordance with the unanimous recommendation of that Committee. I beg to move.
