My Lords, in moving that this House doth agree with the Commons in the said Amendment, I might just mention to your Lordships the purport of the words which are being inserted. It was thought that as the Bill was drawn it covered a wider number of people and States than those in Kathiawar and Gujarat to which the Bill was intended to apply. It was thought desirable, therefore, to qualify the position, and that is the purpose of this small Amendment.
