My Lords, before we begin the business on the Paper to-day, I should like to express my sincere regrets to the noble Viscount, Lord Bledisloe, and to the House as well, for a seeming but, I can assure the House, unintentional act of discourtesy on my part, in that I was not present yesterday afternoon to answer the noble Viscount's question when it was called. I had been summoned to attend an important meeting during the sitting of the House and, unfortunately, no message to tell me that the question was about to be put reached me, as I had arranged. I am extremely sorry that I should have appeared discourteous to your Lordships, and I should like to make my sincere apologies to you.
