My Lords, this Bill is, as your Lordships know, one which may be described by that well-known phrase "a hardy annual." It comes before this House about this time every year. I do not think that it possesses any particular new features to which I should call the attention of your Lordships. Therefore I need not trouble the House with a speech of any kind. I beg to move that the Bill be now read 2a.
