My Lords, on behalf of my noble friend the Duke of Devonshire, I beg to move that this Bill be read a third time.

My Lords, before this Bill is passed I should like to make one remark. I hope that before local elections are considered and a Register of electors made, the Government will pay attention to the reiterated wish of all Parties and of all political agents that the Register may be so compiled as to give electors an opportunity of voting. As has been said many times in this House and in another place, there is too much rush and hurry between the compilation of the Register and the date of the voting. It does not give the electors sufficient time. I venture, therefore, on this occasion to remind your Lordships of this and to beg the noble Lord in charge of the Bill to ask the Department to take this question into consideration—a reform which has been desired for many years.
