THE DUKE OF DEVONSHIRE

My Lords, it falls to me once again to move, in your Lordships' House, the Second Reading of a Bill to suspend local elections and the preparation of a fresh Register of electors for another year. This year it is a Bill which simply continues existing legislation in force for another period of twelve months, and I feel sure your Lordships will not want me to detain you with another explanation. The reasons for the suspension of local elections and the preparation of a Register of electors are so clear that I think I need do no more than formally move that the Bill be read a second time.
