My Lords, I beg leave to introduce a Bill to approve a Treaty signed on behalf of His Majesty and on behalf of the President of the United States of Venezuela relating to the Island of Patos, and to move that the Bill be read a first time. As there is a degree of urgency about this measure, I propose to ask your Lordships to pass it through its remaining stages on the next sitting day. I think it raises no controversial issues of any kind. I beg to move.
