My Lords, I desire to ask the Leader of the House the question which stands on the Paper in my name.

[The question was as follows:

To ask His Majesty's Government whether, before the Uthwatt Committee reports on compensation and valuation, they will have inquiries made in Russia as to the methods employed there under the various five-year plans which have produced such satisfactory results.]

LORD SNELL

My Lords, I have been asked to reply. My noble friend feels no doubt that the Committee will seek all the information necessary for the analysis of compensation and betterment on which they are engaged.

LORD WEDGWOOD

My Lords, the noble Lord omits the word "valuation." Is that excepted expressly?

LORD SNELL

My Lords, I should have expected that valuation was included in the general question of compensation and betterment.
