THE CHAIRMAN OF COMMITTEES (THE EARL OF ONSLOW) had given Notice that he would move, That the Standing Orders relative to Scottish Orders, etc., be amended as follows: Page 75. After Standing Order 202, insert the following new Standing Order: "A Bill conferring powers in respect of which it is intended to make a representation under subsection (4) of Section I of the Procedure Act, shall not be deposited before the representation has been made to the Secretary of State for Scotland."

The noble Earl said: My Lords, I beg to move a Standing Order dealing with Scottish Orders. I am going to move it, with your Lordships' permission, in a slightly different form from that in which it appears on the Paper. The last word but one in the second line of the proposed new Standing Order is "before". I suggest that that should be deleted, and the words "earlier than four weeks after" put in. The Scottish Office are anxious that this alteration should be made for the sake of clarity, and I hope your Lordships will permit me to move the Motion in that form.
