Clause 3, page 7, line 18, at end insert: ("(11) The provisions of subsections (1), (2) and (3) of this section shall come into operation on such day as the Lord Chancellor may by order appoint after he is satisfied on a poll taken by the Council of all solicitors for the time being holding practising certificates that not less than two-thirds of those voting are in favour of the provisions coming into operation.")

My Lords, this Amendment provides for particular provisions not coming into operation until a poll has been taken by the Council of all solicitors for the time being holding practising certificates, and that not less than two-thirds of those voting must be in favour of the provisions coming into operation. The Council of the Law Society are fully in agreement with that provision. This matter was not covered by the recommendations of the Joint Select Committee, and, although there has been a heavy majority in favour of the provisions, it is considered better that it should be the subject of a special motion and vote on the part of the practising solicitors. I beg to move that this Amendment be agreed to.
