My Lords, I ask leave to intervene for a very few moments on this subject, because I was prevented from attending the House when this Bill was read a second time and also when it was in Committee. I desire simply to express my thanks and those of the Advisory Committee over which I preside to the noble and learned Viscount on the Woolsack for having introduced this measure, and in particular for having moved an Amendment during the Committee stage which specially affects the County of London, which has for many years devoted particular attention to the case of those magistrates who are not able to perform all the duties of their office but who at the same time are able to render valuable service. We have felt for a long time that it would be a most unhappy thing that those magistrates who are not able to perform all the functions of their office should be put on what has been described as a black list. The Amendment which was carried on the Motion of the noble and learned Viscount deals with that case very much on the lines on which for many years it has been dealt with in London, and the members of the London Advisory Committee will be most grateful to him. I also wish to express my thanks to the noble Lord, Lord Jessel, who was able, in the course of the debate, from his Long experience as a member of our Advisory Committee, to state the case from the point of view of London.
