THE SECRETARY OF STATE FOR THE COLONIES (LORD MOYNE)

My Lords, there is a matter which I should state to the House in Secret Session. It will not take more than a few minutes, but it should be dealt with before we come to the question standing in the name of the noble Lord, Lord Strabolgi. We shall proceed in public Session to debate that matter; but I now move that the House do sit in Secret Session.
