My Lords, I beg to move the Motion appearing in my name upon the Paper. I think it would be for the general convenience to make an exception in the present emergency to the rule that Amendments cannot be put down before Second Reading, because there is a good deal of legislation that has to be passed without any delay, and it is the only means by which Notices of Motion can be brought to the knowledge of noble Lords.

Moved, That for the remainder of the present Session, Notice of Amendments to be moved to a Bill in Committee may be handed in, printed and circulated before the Bill has been read a second time.—[Lord Moyne.]
