My Lords, with your permission before we begin our business and before the private notice question that the noble Lord opposite (Lord Addison) is about to put, I think it will perhaps be to the interest of your Lordships, in the absence of any business on the Paper, if I were to acquaint you with what I would propose for your Lordships' consideration in regard to to-day's business. I understand that Lord Addison is proposing to ask the usual question that will enable a general statement to be made on the war situation, to be followed by such public debate as your Lordships may desire. After that debate has been concluded I shall propose that we go into Secret Session in order to come to an arrangement for the conduct of our future business, and, subject to your Lordships' pleasure, I should propose that we adjourn for an hour for refreshment. Arrangements have been made for any of your Lordships who may desire to take advantage of it for that to be served in your Lordships' restaurant.
