Provisional Order to extend the boundaries of the burgh of Dumbarton to make provision with respect to the local government and health of the burgh and for other purposes.

THE MARQUESS OF ZETLAND moved to add the following new clause to Part IV of the Schedule:

Saving for emergency restrictions on borrowing.

".Nothing in this Order shall enable any power of borrowing to be exercised or any issue of capital to be made without compliance with the requirements of any Regulation for the time being in operation under the Emergency Powers (Defence) Act 1939, or any Order made under such Regulation."

The noble Marquess said: My Lords, the purpose of this addition to the Schedule is to make it clear that the exercise of the borrowing powers which are conferred by the Order for various purposes will be subject to the consent of the Secretary of State for Scotland, the Minister of Transport, and the Treasury under the Regulations which control borrowing and the issue of capital in the interest of the national finances. I beg to move.
