My Lords, I beg to move the Motion standing on the Paper in my name.

Moved, That in the event of the Consolidated Fund (No. 2) Bill and the Emergency Powers (Defence) (No. 2) Bill being received from the Commons, Standing Orders Nos. XXI and XXXIX be considered in order to their being dispensed with for the purpose of giving precedence over other Notices and Orders of the Day to the said Bills, and in order to take the said Bills through all their stages.—(Viscount Caldecote.)

My Lords, may I ask the noble Viscount whether this Motion applies to the Emergency Powers (Defence) (No. 2) Bill and whether he is aware that in another place, in view of the importance of this measure, it was decided to take it in the usual stages? Has that been considered since this Motion was put on the Order Paper?
