My Lords, in moving the Second Reading of this Bill I think I need not weary the House with any explanation of it. It is similar to that which was passed before the last War, and I think that many of your Lordships in this House will recall a Bill of this character. Unless any noble Lord desires a fuller explanation, I beg to move.
