THE FIRST LORD OF THE ADMIRALTY (EARL STANHOPE)

My Lords, as your Lordships will see, I have a Motion on the Paper which is not in the ordinary form that we sometimes use before a Recess. I have put it down in the exact form in which it was moved in your Lordships' House by the late Lord Curzon in November, 1920, to give power to the Lord Chancellor or, in his absence, the Chairman of Committees, after consultation with the Government, to call your Lordships together if necessary, in the event of an adjournment for more than two days. This will probably be to the convenience of your Lordships, particularly later on, when judicial sittings come to an end and the House might adjourn from Thursday to Tuesday. The Government might have a statement to make, or something might happen when your Lordships might desire to be called together earlier. I have put down the Motion in this way, and I hope it will receive the approval of your Lordships.

Moved to resolve, That whenever during the present Session of Parliament the House stands adjourned for more than two days, and it appears to the satisfaction of the Lord Chancellor (or if the Lord Chancellor is absent, to the satisfaction of the Lord Chairman of Committees after consultation with His Majesty's Government), that the public interest requires that the House should meet at any earlier time during such adjournment, the Lord Chancellor or the Lord Chairman of Committees, as the case may be, may give notice to the Peers that he is so satisfied, and thereupon the House shall meet at the time stated in such Notice, and shall transact its business as if it had been duly adjourned to that time.—(Earl Stanhope.)
