Order of the Day for the consideration of the Second Report of the Select Committee read.

The Committee reported as follows:

1.—RETIREMENT OF PRINCIPAL CLERK OF PRIVATE BILLS AND COMMITTEES.

The Committee learnt with great regret of the approaching retirement, on 31st May, 1939, of Mr. Edward Cliffe Vigors, C.B., from the post of Principal Clerk of Private Bills and Committees. The Clerk of the Parliaments expressed his high appreciation of the services Mr. Vigors has rendered in which the Committee fully concurred. Mr. Vigors has attained the age of 60 and completed 37 years of service in the House and the Committee sanctioned his pension and additional allowance calculated on his salary as Principal Clerk in accordance with the Superannuation Act, 1909.

Mr. Vigors retains the post of Examiner of Standing Orders and the question of the salary attaching to that post was referred to a sub-committee consisting of the Lord Chairman of Committees, the Earl Stanhope, the Lord Stanmore, the Lord Templemore and the Lord Strabolgi with the Clerk of the Parliaments.

The Clerk of the Parliaments informed the Committee that he had appointed Mr. Colin Davidson, C.I.E., O.B.E., to be Principal Clerk of Private Bills and Committees in his place.

2.—MARRIAGE GRATUITIES.

The Committee sanctioned marriage gratuities to Miss W. M. J. Phipps, Examiner of Acts, and Miss A. N. Phipps, Clerical Assistant, who are resigning on 31st May and 3rd July respectively, and an additional payment to Miss A. N. Phipps in lieu of promotion.

The Clerk of the Parliaments informed the Committee that he had appointed Miss Joan Parnell Culverwell as Clerical Assistant to fill one of the vacancies as from the 22nd of May, 1939.

3.—ACOUSTICS OF THE CHAMBER.

The Committee agreed to the installation of six additional headphones.

4.—DOORKEEPER.

The Committee sanctioned the appointment of Mr. J. H. Philip as Assistant Principal Doorkeeper as from 1st June, 1939.

5.—HOUSEKEEPER.

The Committee sanctioned the payment to Miss Bell, the Housekeeper, for the cost of furniture as recommended by the Lord Great Chamberlain.
