Order of the Day for the Second Reading read.

12.18 p.m.

THE EARL OF LUCAN

My Lords, this Bill is purely a domestic matter of the House of Commons, it does not impose any charge of any kind on public funds, and it is not a Government measure. I presume, therefore, that your Lordships will not wish to discuss it. I beg to move that the Bill be now read a second time.

Moved, That the Bill be now read 2a.—(The Earl of Lucan.)

On Question, Bill read 2a; Committee negatived.

Then, Standing Order No. XXXIX having been suspended in pursuance of the Resolution of the House of Monday last:

THE EARL OF LUCAN

I beg to move that the Bill be now read a third time.

Moved, That the Bill be now read 3a.—(The Earl of Lucan.)

On Question, Bill read 3a, and passed.
