My Lords, when this Order was put down on the Order Paper it was hoped that necessary and adequate consideration could be given to it by both Houses before the Recess. Certain questions have since arisen concerning it which prove that this will not be possible. It would therefore be for the convenience of your Lordships' House if the Motion standing in my name, approving of the Special Order, were deferred until a later date.
