THE MINISTER FOR THE CO-ORDINATION OF DEFENCE (LORD CHATFIELD)

My Lords, I move that the Special Order, as reported from the Special Orders Committee on Thursday last, be approved. This Order in Council is required in order to transfer to the Minister of Supply certain powers of other Departments that he is required to exercise. It is the first Order in Council to be made under Section 3 of the Ministry of Supply Act and under Section 6 it has to be presented for the affirmative approval of Parliament before presentation to His Majesty. I do not think it is necessary for me to explain the various paragraphs of this Order in Council, but I shall be glad as far as I can to answer any questions which your Lordships may wish to ask. I beg to move.
