These people have got to start off with a quota which is of no practical value whatever in forcing their way into a market which is firmly entrenched against them by the fact that if people are to get British films instead of American they will have to pay for them, which they do not at the present time. For these reasons I cannot withdraw the Amendment.


I propose to put the Amendment in this way—namely, Whether the numeral "10" shall stand part of the Schedule.
