9. At the end of the said Section five the following subsection shall be inserted:— (11) Any appointment to be made by the Board of Trade under this section of a person who is thereby required to be a member of the legal profession shall be made after consultation with the Lord Chancellor.

THE LORD CHANCELLOR moved, at the end of paragraph 9, to insert "or where the appointment is of the chairman of a district committee of investigation for a district in Scotland, after consultation with the Lord Advocate." The noble and learned Lord said: My Lords, we have come to the last Amendment on this important stage, and I find it is one where I am able to remove an injustice which might have been done to Scotland. The clause as it stood named the Lord Chancellor as the person nominating the arbitrator, and it was found that where the chairman of a district committee of investigation in Scotland was concerned the appointment should be made in consultation with the Lord Advocate.
