My Lords, this Money Bill, as your Lordships are aware, is presented to Parliament once a year in order to confirm the Customs Resolutions of the Manx Legislature, and for purposes of a like nature. The Bill is in the usual form and I do not think it is necessary to trouble your Lordships with a speech on it, although I am ready to explain any provision in it should any noble Lord desire me to do so. I beg to move that it be read a second time.
