Order of the Day for receiving the Report of Amendments read.

LORD TEMPLEMORE

I beg to move that this Report be now received, and in making this Motion I would refer to the discussion on the Committee stage during which my noble friend Earl Howe, who I regret is not here to-day, drew attention to Clause 9, which I promised to reconsider. He suggested that a further conference might be held between the persons concerned with the operation of the proviso of the clause. I am glad to be able to inform your Lordships that that conference has taken place, with the result that the organisations with which my noble friends are chiefly concerned, and other organisations of employers, have fallen into line and are prepared to accept the figure of ten per cent. which is laid down in the Bill, and to which my noble friends rather took exception. I would like on this occasion, on behalf of my right honourable friend the Minister of Labour, to pay a tribute to the organisations for the good will with which they participated in these conferences and their helpful cooperation. The subject is a difficult one, and the settlement which has been reached reflects great credit on all those concerned. I need hardly add that my right honourable friend himself is in full accord with the decision reached. I beg to move that the Report be now received.
