Order of the Day for the consideration of the First Report from the Select Committee read.

The Committee reported as follows:

1.—SUB-COMMITTEES.

The Sub-Committee on the Refreshment Department was re-appointed as follows:—

The Earl of Lucian, Lord Stanmore, Lord Jessel, Lord Atkin, Lord Marley, Lord Ponsonby of Shulebrede, with the Lord Great Chamberlain, with the Clerk of the Parliaments.

The Library Sob-Committee was reappointed as follows:—

The Marquess of Crewe, the Earl of Ilchester, the Earl Baldwin of Bewdley, the Lord Wigan (Earl Crawford), the Lord Hylton, the Lord Stanmore, the Lord Colebrooke, the Lord Atkin, the Lord Macmillan, the Lord Ponsonby of Shulbrede, with the Clerk of the Parliaments.

2.—ESTIMATE.

The Estimate for the House of Lords' Offices for the year I939–40 was laid before the Committee.

3.—RESIGNATION AND APPOINTMENT.

The Committee were informed of the resignation of Mr. David Stephens from the Parliament Office and of the appointment of Mr. Robert Westby Perceval as a Junior Clerk to fill the vacancy, his appointment to date from November 21, 1938.

4.—ACOUSTICS OF THE CHAMBER.

The Committee approved a scheme for the installation of ear-pieces in the Chamber.

5.—HISTORICAL DOCUMENTS.

The Committee approved certain steps which had been taken by the Clerk of the Parliaments for the safety of documents of historic importance stored in the building.

6.—REFRESHMENT DEPARTMENT.

The Sub-Committee reported the resignation of the firm which at present undertakes the catering of the House and the appointment of a successor.

The Committee sanctioned the employment of a housemaid for the cleaning of the Refreshment Rooms, etc.

7.—PAYMENT OF WAGES DURING SICKNESS.

The Committee sanctioned the payment of wages during sickness to the unestablished staff in accordance with the revised Treasury regulations as set out in their Circular 21/38 of September 1, 1938.

8.—PAY OF RESERVISTS (EMERGENCY PERIOD).

The Committee sanctioned the adoption of Treasury Circular E.M.1 of October 3, 1938, relating to the method of payment of reservists called up for duty in September last.

9.—GRATUITY TO A HOUSEMAID.

The Committee sanctioned a gratuity under Section 4 of the Superannuation Act, 1887, to Mrs. Rosina Brooks, who retired owing to ill-health on September 10, 1938, after 20 years' service as housemaid.
