My Lords, I am afraid I shall have to explain this matter very briefly to your Lordships. I beg to move that the Special Report from the Standing Committee be considered and agreed to. That Report says that Standing Order No. 158 should be dispensed with. The reason for that is as follows. The Bill proposes that the Corporation of Bristol shall acquire a tramway undertaking, which at present belongs to a company. They are doing this in order to do away with the tramway and to substitute trolley 'buses which are going to be run jointly with the old tramway company. Standing Order No. 158 provides that when the tramway undertaking is acquired various formalities must be complied with which are based on the supposition that it is intended to continue the use of the tramway. As it is intended to do away with the tramways altogether and substitute trolley 'buses, the Bill could not go forward if the Standing Order were to be complied with. Therefore the Committee, in examining the Bill and issuing their Report, which is on the Table of your Lordships' House, recommend that Standing Order No. 158 should be dispensed with. I therefore move that the Report be considered and agreed to, and that the Bill be read a third time.
