My Lords, on behalf of my noble friend Lord Strathcona and Mount Royal, who is absent on official business, I beg to move, That the Special Order, as reported from the Special Orders Committee yesterday, be approved. The draft Amendments are explained in the Blue Paper which is available to your Lordships, and I think their purpose is quite clear. The only reason why I should say just one word is that the necessity for them arises out of a judgment in your Lordships' House delivered in the Ferrier case. That judgment was not a vindication of the contention that producer-retailers should not have to contribute to the pool, but decided simply that the actual language of the original provisions of the Scheme did not authorise such a contribution. In other words, it was established that there had been a defect in the drafting of these provisions of the Scheme, and the purpose of this Amendment is simply to put that matter right. I beg to move.
