My Lords, I beg leave to present a Bill to amend Section 209 of the Law of Property Act, 1925, and to move that it be read a first time. It is unnecessary to make any explanations about this Bill because it is accompanied by a Memorandum. I may be allowed, however, to say that it is drafted to fill a void in the Birken-head code. It is the result of a careful research, with the best advice obtainable, and the collateral result of the Bill will be the removal of any legal obstacles to the action of Ministers should they submit to His Majesty recommendations for Life Peerages. I beg to move that the Bill be read a first time.
