My Lords, I think this Order has been put down last on the list because for the first time the India and Burma Orders Committee are able to report that it is in accordance with precedent. It follows an earlier Order and brings Section 199 into force on April 1, 1937. That section provides, firstly, for the appointment of the Government representatives on the railways by the Governor-General. Secondly, it provides that the Budget for next year, which will be produced, in accordance with the ordinary custom in India, early in the year, shall be presented in the form which it would have taken if it had been presented after April 1, when Provincial Autonomy will have come into operation. I hope I have made it clear to your Lordships that, since it will have to be dealt with in that form, it is very desirable that it should be introduced into the Legislative Assembly and considered by them in that form. I beg to move.
