My Lords, in moving the Second Reading of this Bill I wish to inform your Lordships that acting on the precedent set by the late noble Marquess, Lord Salisbury, father of my noble friend, in 1901, and by my noble friend Lord Denman in 1910, I do not propose to make a speech. I am, however, perfectly ready of course to answer any question on the Bill should any noble Lord desire information. I beg to move.
