My Lords, before the commencement of public business, perhaps you will allow me, by your indulgence, to say a few words arising out of the Resolution which your Lordships were good enough to accept last night. You may remember that the noble Lord, Lord Arnold, asked me on the Motion for the setting up of the Tribunal of Inquiry as to whether or not I was in a position to give the names of the Tribunal, and I said that I hoped to be able to do so in a day or two. I am now in a position to inform your Lordships that the Tribunal will consist of Mr. Justice Porter, one of His Majesty's Judges of the King's Bench Division of the High Court of Justice, who will be its President, Mr. Gavin Simonds, K.C., and Mr. Roland Oliver, K.C. I understand that the learned Judge proposes that the Tribunal shall sit at the Royal Courts of Justice in the Strand, and that he hopes to open the inquiry on Monday next.
