My Lords, this Bill has been waiting for the Attorney-General's Report, which only arrived yesterday, and therefore I ask your Lordships to suspend Standing Order No. 105 in order that the Bill may now be read a second time.

Moved, That Standing Order No. 105 be considered in order to its being dispensed with in respect of the said Bill, and that the Bill be now read 2a.—(The Earl of Onslow.)
