My Lords, before we proceed further with the business on the Order Paper I should like to ask if the noble Marquess who is leading the House can give us any information as to the course of the debate upon the Motion of the noble Viscount, Lord Swinton. I should like to know what procedure is proposed.

My Lords, I am grateful to the noble Lord for the opportunity of explaining the procedure which it is proposed to adopt with regard to this debate. I understand that a number of your Lordships wish to take part in the debate, and that it will not be convenient therefore to bring it to a close this afternoon. In those circumstances I would propose that the debate should be continued until the dinner hour this evening, and that it should then be adjourned until Thursday and that the concluding stages should be taken that day.
