HL Deb 03 March 1936 vol 99 cc862-3

Amendments reported (according to Order).

Clause 1:

Extension to lending libraries of the Shops Acts, 1912 to 1934.

1.—(1) For the purposes of the Shops Acts, 1912 to 1934, the expression "retail trade or business "shall include the lending for reward of books or periodicals; and accordingly subsection (1) of Section nineteen of the Shops Act, 1912, shall be amended by inserting after the words "or intoxicating liquors" the words "the lending for reward of books or periodicals."

(2) Subsection (2) of the said Section nineteen shall be amended by inserting after the words "from which no private profit is derived" the words following:— or to any libraries established under the provisions of the Public Libraries Acts, 1892 to 1919, or to any libraries provided for charitable or educational purposes from which no private profit is derived.

THE EARL OF LUCAN moved, in subsection (2), to leave out all words after the first "any" and insert "library at which the lending for reward of books or periodicals is not carried on for purposes of gain if no other retail trade or business is carried on at the same premises." The noble Earl said: My Lords, in the absence of my noble friend the Earl of Feversham, who is away on public duty, I beg to move the Amendment standing on the Paper in his name. It is purely a drafting Amendment which I understand the noble Earl in charge of the Bill is prepared to accept.

Amendment moved— Page 1, line 1,6, leave out from ("any") to the end of the clause and insert ("library at which the lending for reward of books or periodicals is not carried on for purposes of gain if no other retail trade or business is carried on at the same premises").—(The Earl of Lucan.)

THE EARL OF IDDESLEIGH

My Lords, I am quite willing to accept this Amendment.

On Question, Amendment agreed to.
