My Lords, on behalf of my noble friend the Secretary of State for India I beg to move the Motions standing in his name. Your Lordships will remember that yesterday these Draft Orders were approved by the House and that there was a debate on the subject. I now move the first Motion.

Moved, That an humble Address be presented to His Majesty, praying that an Order be made in the form of the draft approved by the House yesterday.—(The Earl of Lucan.)
