Clause 3:

Issue of licences appropriate to test.

3.—(1) Where, under Section six of the Road Traffic Act, 1934, any person is required to pass the prescribed test of competence to drive, and the test passed by him is a test prescribed under subsection (5) of that section with respect only to the driving of any specified class or description of vehicles, the licence granted to him under Part I of the principal Act shall specify that class or description of vehicles, and he shall be deemed not to be the holder of a licence granted under that Part of that Act to drive motor vehicles of any other class or description.

THE PARLIAMENTARY UNDERSECRETARY OF STATE FOR THE COLONIES (THE EARL OF PLYMOUTH) moved, in subsection (1), to leave out "principal Act" and insert "Road Traffic Act, 1930." The noble Earl said: My Lords, I owe the House a short explanation in connection with this and the other Amendments in my name on the Paper. Your Lordships will remember that at the Committee stage of this Bill, the noble Viscount, Lord Bertie, suggested a manuscript Amendment which was of a drafting character, but he did not press it because the promoters of the Bill were desirous that the Bill should be placed upon the Statute Book at the earliest possible moment. The Government, sympathising with that desire, did not think at that moment that there was any objection to the Bill passing in the form in which it is at present. However, on further consideration, they feel that in spite of the fact that a little delay will result it would be better to see this Bill go through in the most workmanlike form possible, and for this reason I have placed on the Paper the Amendments which stand in my name, which I hope will be satisfactory to Lord Jessel.
