THE CHAIRMAN OF COMMITTEES (THE EARL OF ONSLOW)

My Lords, the first Bill which is down for Second Reading to-day is the London and Middlesex (Improvements, Etc.) Bill. I understand, however, that there is opposition to this Bill, and as the noble Lord who wishes to draw your Lordships' attention to the Bill and to oppose it is not able to be present, I will not ask your Lordships to give it a Second Reading to-day.
