THE PARLIAMENTARY SECRETARY OF THE BOARD OF EDUCATION (EARL DE LA WARR)

My Lords, I beg to move that this Order be approved. During the discussion of the Order before the Special Orders Committee one or two points were brought up which perhaps make it necessary for me to give your Lordships a very brief account of what this Order is for. It revokes and replaces a previous Order which was made in August, 1933, under the Sea-Fishing Industry Act of that year, and Section 1 (5) of that Act provides that any Order made under Section 1 before the expiration of three years shall cease to have effect at the end of that period unless it is continued in force by a Resolution of both Houses of Parliament. Section 5 of the Act requires that a Sea-Fish Commission shall be set up to investigate the position of the sea-fishing industry and report to Ministers. That Commission was set up and it has reported to Ministers, but His Majesty's Government have not yet had time to come to any decision on the Report. It is therefore necessary to ask your Lordships if you will continue it for the time being.
