As your Lordships know it is necessary to interrupt our proceedings on this Bill for a short space for the purpose of having a Royal Commission, and I thought it might be convenient to your Lordships at this juncture to have such information as is available with regard to the incident that occurred this morning which is, I have no doubt, very much in your Lordships' minds.

The House will be deeply moved to learn that during the return journey of the Royal Procession from the presentation of the Colours to the Brigade of Guards in Hyde Park this morning a man pushed his way to the front of the crowd near the Wellington Arch in Constitution Hill. Exactly what followed has not yet been precisely ascertained but a revolver fell in the roadway between the King and the troops following him. The man was immediately arrested and taken to Hyde Park Police Station. No shot was fired, but the revolver was found to be loaded in four of its five chambers. The man will appear at Bow Street this afternoon, when it is probable that a remand will be applied for. The whole House will be profoundly thankful that the risk to which His Majesty was exposed has been so promptly averted.
