THE EARL OF LUCAN

My Lords, in moving the Amendments to this Bill which are down in my name I think I ought to explain that they have been introduced by the Joint Committee on Consolidation Bills, of which I was a member. Their object is to bring the Bill into conformity with the provisions of the London County Council (General Powers) Bill, which has now been passed. It was not possible to insert them before, until it was absolutely certain that the London County Council (General Powers) Bill would be passed into law this Session. The Amendments are purely consolidation, and without them the Consolidation Bill would not be complete.

My Lords, I merely wish to say that the London County Council fully support the Amendments to be proposed by the noble Earl.
