My Lords, in moving that Standing Order No. 171 be considered in order to its being dispensed with, I should like to explain that the Standing Orders of the House require that a Bill amended in Committee shall be deposited in certain Government offices three days before the Bill is read a third time. This Rill was only reported with Amendments from the Committee yesterday, so that it is necessary, if your Lordships should agree, to dispense with the Standing Order in order that it may be read a third time to-day. It is important that the Bill should get a Third Reading as it is a First House Bill and has to go to the House of Commons to get through Parliament before the Recess. The agents have given an undertaking that the deposits of the amended Bill will be made in the various Government Departments.

Moved, That Standing Order No. 171 be considered in order to its being dispensed with in respect of the said Bill, and that the Bill be now read 3a.—(The Earl of Onslow.)
