THE CHAIRMAN OF COMMITTEES (THE EARL OF ONSLOW)

My Lords, I beg to move that Standing Order No. 105 be considered in order to its being dispensed with in respect of this Bill, and that the Bill be now read a second time. The necessity arises because this Standing Order of your Lordships' House, that the Bill be read a second time within a week, has not been complied with. We have had to postpone it for the learned Attorney-General's Report on it. I beg to move.
