§ THE LORD PRIVY SEAL (VISCOUNT HALIFAX) rose to move, That Standing Order No. XXXII be amended by leaving out the words "and the doors shall remain locked until the numbers are declared" in paragraph 7. The noble Viscount said: My Lords, I have to move the Amendment that stands on the Paper in my name. The reason for it is, I am advised, that in fact the original Standing Order made in 1365 enacts that all the doors of the House shall remain shut until the numbers in a Division have been declared. That Order, I am also advised, has in fact been honoured more in the breach than in the observance; if it were to be honoured in the observance, it would impose considerable inconvenience upon the conduct of our Divisions. The change that I propose to your Lordships is therefore one which would bring Standing Orders into harmony with what had in fact been the actual practice observed. In those circumstances I bog leave to move.
